This paper suggests that optimal management of virtual network (VN) resources is possible proactively in two ways: i) proper estimation of resource demand by virtual network operators (VNOs) and ii) optimal amount of resource al-location in response by using pre-computed optimal solu-tions. Game theory is used to estimate the required initial amount of resources by an entrant VNO wanting to provide the same type of services in the market as provided by in-cumbent VNOs. Pre-computed optimal solutions as a func-tion of available resources and resource request patterns can be computed offline, stored in a dynamic database which is continuously updated, and used to serve on demand virtual network setup requests.
