Urban-Level Data Interoperability of Buildings and Civil Infrastructure Systems for Enhancing Disaster Resilience

One of the critical problems that cities encounter is the risk of natural disasters. Their impacts generally comprise life and economic losses, community disruption, and other negative effects on human, along with destruction of properties, environmental, social losses. To prepare and response a disaster situation properly, it is essential to consider a variety of urban-level data including buildings, infrastructure systems, emergency planning, household networks, and others. However, since each domain entails heterogeneous data formats and structures, it has been a fundamental obstacle to hinder their seamless and consistent data exchange and integration according to the demands of the disaster phases. To address this heterogeneity problem, this research study proposes a framework to facilitate developing an urban-level data interoperability schema for disaster scenarios by inquiring necessary data requirements from pre-developed data exchange standards according to disaster phases. The framework utilizes model view definitions (MVDs) that have been developed to represent model exchanges and required information for different applications and use cases.
