Summary of VVER Regulators’ Forum PSA Working Group 4th Mandate

The Forum of the State Nuclear Safety Authorities of theCountries Operating VVER Type Reactors (Forum) wasestablished in 1993. The objective of the Forum is tofoster enhancement of the nuclear safety and radiationprotection in the interested countries through utilizationof the collective experience, information exchange andconsolidation of efforts of the national nuclear safetyauthorities to study safety problems and improveregulatory policies and practices. The Forum acts underthe Memorandum signed by the Member Countries in1998 in Armenia. Under the Memorandum, the Forumestablishes working groups at its meetings to discussissues selected by the Forum. The members of the 4thmandate of PSA Working Group were the nuclearregulatory authorities from Armenia, Bulgaria, CzechRepublic, Finland, Hungary, India, Iran, Russia, SlovakRepublic and Ukraine. In addition, GRS (Gesellschaft fürAnlagen- und Reaktorsicherheit, Germany) participatedin the co-operation as an observer.The aim of the Working Group was to provide usefulinternational experience and references for furtherimprovement in the member countries’ legal andregulatory framework as well as to find and comparegood regulatory practices in the field of PSA. Based onthe objectives of the fourth mandate, the work was dividedinto the following seven tasks:1. External hazards PSA approaches andregulations in order to identify good practicesamong the member countries;2. Changes and current practices in the legal andregulatory framework based on the lessonslearned from the Fukushima accident;3. Risk-informed regulatory decision-makingpractices in the member countries;4. Risk-informed inspection practices in themember countries;5. Annual evaluation of outage (shut down) risks;6. Reliability-centered maintenance andmaintenance effectiveness monitoring practicesin the member countries;7. Updates of the Risk-Informed RegulationIndicator System (RIRIS)The paper presents the non-confidential information,conclusions and recommendations gathered andconcluded during the 4th mandate of VVER Forum PSAWorking Group on each determined tasks.
