Holistic Approach to Phosphorus Sequestration and Recovery at Fox River WRD

The Fox River Water Reclamation District (FRWRD) owns and operates three water reclamation facilities (WRFs), the Albin D. Pagorski (ADP) WRF, the North WRF and the West WRF. FRWRD received NPDES permits that require compliance with 1.0 mg/L total phosphorus as an annual average. The district's Phosphorus Removal Feasibility Report concluded that biological phosphorus removal was the most cost-effective method of managing phosphorus at the three WRFs. The ADP WRF is the district's regional solids processing facility. The FRWRD has evaluated several technologies for sidestream phosphorus sequestration and/or recovery to reduce plant effluent total phosphorus by reducing recycled phosphorus. This paper will summarize these evaluations and selection of the recommended configuration based on a financial analysis for FRWRD. The paper will present process modeling results of how alternative configurations differed on orthophosphate concentrations to dewatering, monovalent to divalent ratios and the predicted impact on dewatering, struvite recovery potential, and P content of the cake. This paper will be of interest to utilities planning to use or using biological phosphorus removal that are concerned with the impacts on biosolids dewatering, increasing struvite problems, and the need to reduce phosphorus in recycle streams for permit compliance.
