The main idea and novelty of the work is the proposed integrated SDN/CLOUD network, which allows end users to request end-to-end service quality for any service at a specific time. In this paper, we propose the method of adaptive client-oriented quality management of services in the integrated network by monitoring the QoS parameters, prioritizing according to QoE requirements and balancing the load in the SDN and CLOUD plane. Generally, network scanning allows to periodically receiving information about the quality of the transmitted flows, the state of the nodes and servers for adaptive setup. If a malfunction occurs at the service level, the physical devices can be automatically merged to locate the malfunction and vice versa, if the problem is overloading the SDN switch, then it takes place through a less loaded node with QoS provisioning.
