Environmental regulations continue to become more stringent with one particular area of reduction being startup and shutdown emissions. Not only have limits become stricter, but compliance demonstration methods have also become more rigorous. This has added additional risks to new facilities that must be addressed early on during project development and permit application development. Facility design should carefully consider how the unit(s) will be started and the potential costs associated with equipment required to meet these start requirements. This paper discusses approaches for reducing the risks associated with startup/shutdown emissions and impacts on the selection of equipment.
