This paper includes an analysis of the influence of river inflows on water levels with and without storm surge events and a discussion of the methodology employed to choose river flow rates for synthetic storms for the North Atlantic Coast Comprehensive Study (NACCS). Three storm events from the NACCS are used to analyze the impact of river flows on water levels. Individual river simulations were performed to determine the impacts associated with each river. From this analysis, it was determined that the effect of river inflow on water level is influenced by the storm itself. The river and storm surge components of storm event water levels could not be separated and, thus, a simple superposition of river and storm surge components is not possible. Furthermore, no correlations were found between river flow rates and historical storm characteristics, so flow rates for the synthetic storms were chosen by analyzing the flow rates of 45 historical tropical storms. A single flow rate for each river, the larger of the 90 percentile or mean plus one standard deviation flow as derived from the 45 historical storm river flows for each river, was chosen for use in the NACCS.
