This paper presents Modified Particle Swarm Optimisation (PSO) technique with dynamic inertia parameter to find optimal values of Shunt Capacitor (ShC) admittances, off-nominal tap ratios of Online Tap Changers (OLTC), and reactive power generations of alternators for reactive power planning. A new modified inertia parameter is proposed which is dynamic and compels particles to explore the space more randomly and vigorously once a local minimum is reached. Using the obtained optimal values, voltages of buses are improved and transmission losses are reduced, resulting in annual operational cost reduction. The active power loss of transmission lines and optimum values of bus voltage are calculated by Newton Raphson method. In this paper standard IEEE 14 bus system and standard IEEE 30 bus systems are used to demonstrate the result by varying number of particles and generations.
