SMALL HYDRO TULLOCH HYDROELECTRIC PROJECT 3RD UNIT ADDITION

The Tri-Dam Project, a joint venture of the South San Joaquin Irrigation District and Oakdale Irrigation District, owns and operates the Tulloch Hydroelectric Project, FERC No. 2067, near Jamestown, California, where a new, hydroelectric powerhouse addition was recently completed. Tulloch Dam, on the mainstem Stanislaus River, was completed in 1957 and included a powerhouse containing two turbine-generators, with a combined capacity of 18.7 MW. A new FERC license was issued on February 16, 2006, which included the addition of a third turbine-generator, bringing the total installed capacity of the project to 25.9 MW. The new 7.2 MW unit is expected to produce an average of 16.166 GW-hrs per year in additional power generation. This power qualifies for renewable energy credits (RECs) and is eligible for certification under California’s renewable portfolio standard (RPS). This paper presents a summary of the design, equipment considerations, construction, and environmental compliance efforts for this new small hydro project.
