The Refinery 'RTR' Rule - Major Refinery Impacts and Targeted Solutions

The 'Risk & Technology Review' (RTR) rulemaking is a collection of changes to existing Clean Air Act rule requirements for refineries. The US Environmental Protection Agency (EPA) finalized these rule changes on December 1, 2015. Sometimes referred to as the Refinery Sector Rule (RSR), the new RTR requirements apply to almost all US refineries with impacts on multiple refinery units, systems and equipment types. Although actual costs for individual refineries will vary widely based on existing refinery equipment and operations, the EPA estimated initial compliance costs to be $2 million per refinery. The American Petroleum Institute estimated $8 million per refinery; however, these estimates were before the requirements were finalized.
