This article analyzed partial elements that affected the localization process of safety, and expatiated the necessity of developing safe awareness accord with the country's political developing thinking; To realize Chinese characteristics safety management, enterprises have to establish group consciousness of safe, remove the obstacles of inert thinking model and indifference feeling; Change mindset that safety management is merely a kind of compulsory measure to realize overall human development and humanistic care, the ultimate aim.
