STANDARDS AND REGULATION AS DRIVERS FOR ENERGY EFFICIENCY AND LIGHTING QUALITY - SOME EUROPEAN EXPERIENCES

Globally there is a very high awareness on climate change. Consequently energy efficiency measures shall be introduced to reduce energy consumption by electricity. The European Commission has issued a number of regulations to push energy efficiency and sustainability forward: on products, on buildings and installations and on services. These ask for limiting values, labels and procedures. Standards are used to deliver measurements und criteria. For energy efficiency the EN 15193 gives the calculation method for artificial and daylighting. In parallel EN 12464 gives measurements and criteria for lighting quality. Both regulations and standards are widely acknowledged. In many countries they are daily practice in lighting design and installation. This contribution evaluates the drivers for energy efficiency and lighting quality and offers a view for global adaption and for further investigations within the CIE community.
