An engineering method is developed for the prediction of dynamic flow through a wind power plant, in the presence of turbine control actions. The model is composed of a simplified steady-state boundary layer model of velocity deficits and turbulence, a dynamic wake model relating the rotor induction to an effective "dynamic" value of thrust, and a flow convection model which is simply a time delay function. A partial validation is conducted, using wake measurements at the Norrekaer Enge wind farm. The model is implemented in the STAS WPP program for wind power plant analysis.
