To keep a good balance between precision and practicality and efficiently handle the pervasive vagueness information in pipeline transportation,a comprehensive framework entitled Pipeline Fuzzy Hazardous Index Method (PFHIM) is developed by combining the extensively used Pipeline Hazardous Index Method (PHIM) with the fuzzy logic theory.A modular and hierarchical structure of failure likelihood assessment about the third-party damage is established to denote the PFHIM in detail and specify the fuzzy inference process.A case study with regard to a hypothetical pipeline is given so as to compare the performance of PFHIM with PHIM.The results indicates that with the basically consistent assessment conclusions,the PFHIM does better in more realistically and predictive modeling,more detailed indicators classification and evaluation and less troublesome in re-weighting.
