Evaluating Scientific Data Sharing Sub-Policies in China: A New Policy Consistency Perspective

摘要

This paper built a policy conceptions computing model. Taking meteorology, seismology, agriculture and other 12 Scientific Data Sharing Policy texts as examples，this paper calculated the upper and lower consistency index of policy concepts, discussed the process of scientific data sharing policy in the absorption, diffusion and innovation, evaluated the policy text qualities by this method. At last, it gave some advice to improve the policy text quality.
