This paper describes a method to aggregate multiple distribution-level residential/small commercial loads connect by single-phase/3-phase controllable “smart-meter” devices as portions of multiple transmission-level loads modeled in the regional Energy Management System (EMS). Utilizing clustering analysis of the modeled power system, zones are created where regulation of aggregated “smart-meter” connected loads may be employed to maintain grid-security. Employing transmission-level zone aggregations of these controllable loads, grid reliability coordinators are offered another tool to reduce congestion costs associated with dispatching generation to mitigate limiting transmission elements or peak loading.
