The New Model of City Cluster Development in China-City Federation System: A Case Study of Changsha-Zhuzhou-Xiangtan City Cluster

Now the new models of city cluster development are in the teeth of the storm,which is directly related to the sustainable development of city clusters. Unity in diversity meets the requirements of new models of city cluster development, and City Federation system is the best form to adapt the unity in diversity. The Changsha-Zhuzhou-Xiangtan city cluster is the national comprehensive coordinated reform pilot area, and whether the political structure is ordered or not determines the success of pilot area. The establishment of City Federation system is the best choice for self-organization political reform of Changsha-Zhuzhou-Xiangtan city cluster.
