Water-saving society is a very important part of resource-conserving and environmentally-friendly society construction, and it's the basic way to solve the problem of water shortage. This paper firstly enrich and expand the connotative of water-saving society by separation and coupling, considers that "water-saving society = water -saving × society", and from this puts forward the water-saving society construction mode. Which are intensive socio-economic development, friendly ecological environment construction, self-disciplined ideological and behavioral standards, and the opening management of the rules and regulation. At last, combining the actual situation of Luohe city, it puts forward the sustainable development water-saving society construction mode that suited to Luohe city.
