Case Study of Eco-compensation for Soil and Water Conservation in Dongjiang Riverhead Area

It is well known that the Dongjiang River is a crucial water source for the downstream regions of Hong Kong and the Pearl River delta. For a long term in the past, soil erosion has been the most severe environmental problem in this riverhead area. In the recent years, the eco-compensation for soil and water conservation has been put into practice. The paper has reviewed the practice and particularly analyzed the constraints in implementing the eco-compensation. Moreover, policy design from micro perspective with focusing on getting local people especially rural farmers and communities in participation is discussed.
