Planning and Execution of Security Drills – Testing the Processes and Procedures

Security drills were conducted at the Greater Cincinnati Water Works (GCWW) as part of the U.S. Environmental Protection Agency (EPA) Water Security initiative (WSi) Contamination Warning System (CWS) pilot. Enhanced Security Monitoring (ESM) is a key component of a CWS, which includes the equipment and procedures used for detection and timely response to security breaches at key distribution system facilities. The overall goals of the security drills were to test and evaluate the intrusion detection capability and event response procedures associated with the GCWW ESM system. As a result of these drills, EPA was able to collect key performance information including alarm transmission and site investigation times. The drills also provided an opportunity to refine response plans and procedures to more accurately capture roles and responsibilities of GCWW and response partner agency personnel. This presentation will provide an overview of the four drills conducted to test and evaluate the GCWW ESM system, including outcomes and planned refinement strategies. The basics of security drill design for a CWS will also be discussed, along with the level of effort (LOE) required by personnel to plan and execute drills. The presentation will conclude with overall lessons learned from the development and execution of CWS security drills at GCWW.
