How to upgrade the relative validity of inputs and outputs for the scientific and technological talents in EMI in Wuhan

摘要

The relative validity of the inputs and outputs for the scientific and technological talents is much meaningful to the realization of the advance of the Equipment Manufacturing Industry (EMI). How to upgrade the relative validity of the inputs and outputs in the scientific and technological talents in developing the equipment manufacturing industry in Wuhan is the key problem to be solved urgently in speeding up the industrial economy in Wuhan. For the equipment manufacturing industry is the core part of the industry in Wuhan and has a decisive role in upgrading the industry of Wuhan, the paper makes a deep study of the relative validity of the inputs and outputs of the scientific and technological talents in the equipment manufacturing industry in Wuhan from 2001 to 2008 in the DEA (Data Envelopment Analysis) method. In DEA evaluation, the paper has made out the DEA validity and the non-DEA validity of the decision making units, and then assessed the relative validity of the indicators such as inputs and their proportion of the human resources and financial ones, invention patents held, and sales volume of the innovative products, etc. Based on the above evaluation results, the paper proposes some countermeasures to raise the relative validity of the inputs and outputs of the scientific and technological talents in the equipment manufacturing industry in Wuhan.
