Web service became a main method and platform to solved organization's problem in marketing, manufacture, and performances by bridging different businesses and platforms. It makes possible to realize B2B (business to business) with unprecedented opportunities. In this paper, the QoS context and models of user QoS are presented, and describes service QoS, and composite service QoS. In Web service composing procedure, the QoS context is used to meet user QoS demand. According to the QoS requirements of user and QoS feedback criteria, the candidate services are dynamically selected. Additionally, composed and implemented must consider affect of various environment QoS. There are using genetic algorithm as controller to modify and ensure the determination of QoS targets for selecting. Experimental and simulated results show that, Web services composition based on QoS context have dynamical and self-adaptive features to meet the needs of the customer.
