This paper presents a variety of techniques to characterize outdoor scene images into their respective weather components; the sky condition (sunny or cloudy), the presence of rain, and the visibility. Weather characterization is not an easy task clue to a large variety of outdoor scene images. Each weather component is characterized individually. The results obtained are promising. The accuracy rates for the weather components achieved are; the sky condition attained 80%, the presence of rain attained 60%, and visibility achieved a mean squared error (MSE) of 1.41.
