Horizontal Structure Characteristics in the Chinese State-owned Monopoly Enterprises——CCPG CASE STUDY

Organization horizontal scopes, extents and paths in the Chinese state-owned enterprises have distinct characteristics, although horizontal motivations are the same, either business process reengineering endogenous ones or customer-oriented exogenous ones. By a case study, this paper attempt to reveal that the political and administration management structure with Chinese characteristics is one main resistance to the horizontal reengineering in the state-owned monopoly enterprises. Observation on a typical state-owned monopoly enterprise CCPG reveals that horizontal scopes and extents and paths are obviously different, especially some typical vertical features are preserved. Theoretical analysis by path-dependent methods on the organization transformation indicates: a balance between relocation on power structure and optimization of business process reengineering. To motivate horizontal reengineering, some compromises are adopted, vertical and horizontal structure coexists or some combinations of vertical structure and horizontal one are created. In this enterprise, new flattening structure operates in effects as well as the others, despite of obviously different structure characteristics. The political and administration management structure with Chinese characteristics in the state-owned monopoly enterprises play one important role in the incomplete and unstable flattening.
