Occupying a refuge alternative (RA) is an accepted practice in mine fires and explosions when escape is not feasible. MSHA has promulgated a final rule on refuge alternatives that includes a recognition that thermal environment is an important consideration. To this end, an environmental index was specified. The question remains about how to test a refuge shelter to demonstrate that it meets the final rule. The analysis followed five activities: A. Provide an estimate of heat generated by an individual refuge alternative occupant; B. Evaluate the Steadman Apparent Temperature criterion of 95℉; C. Discuss simulations based on body temperature or skin temperature limits; D. Suggest method of simulating human heat generation during refuge occupancy; and E. Suggest alternative methodologies/criteria for evaluating heat and humidity survivability inside a refuge alternative.
