摘要

Aiming at the source height uncertain problem and block allocation of control index, calculation and distributive models of air pollutant total emission control is developed in the paper; on this basis, the spatial distribution index of atmospheric environmental capacity is proposed; the block allocation of regional air pollutants ,which can be assigned to each major pollution sources, would be determined, and the method also considers the difference of atmospheric environmental capacity in study area and the justice of total emission’s distribution. The application of the model in Deshan new economic development area indicates that the spatial distribution index of the atmospheric environmental capacity is influenced mainly by pollutant transmission condition, and the block distribution of the air pollutant total emission can definite the emphasis grids of the air environmental management, then the future industrial layout and the location problems for new enterprises can be guided.
