In this paper, a concept design of near-space receiver carries a down-looking antenna capable of collecting the GNSS signal scattered off the ocean surface is investigated. By placing the receiver into near-space, many functions that are currently performed with satellites or airplanes could be performed much more cheaply and with much greater operational unity. These advantages make near-space attractive for ocean remote monitoring applications, e.g., tsunamis prediction, wind-speed estimation and environment monitoring. This paper details the role of near-space passive radar as a sensor system that can hopefully improve our ability to monitoring ocean state and avoid possible ocean disasters. The system concept and the corresponding performance analysis are provided. The system model along with motion compensation is provided. It is shown that the use of nearspace can provide promising solutions to ocean remote monitoring applications.
