The Phase II 316(b) rule addresses impingement mortality and entrainment (I&E) standards for existing power plants that use more than 50 million gallons per day of cooling water. The now remanded rule required that certain plants reduce impingement by 80 to 95 percent and entrainment by 60 to 90 percent from a calculation baseline. Recent events in 316(b) regulation indicate that the cost of non-consumptive water use at steam-electric generation plants is likely to increase. In particular, more stringent requirements with respect to the impingement (trapped on intake screen) and entrainment (drawn through power plant) of aquatic organisms means that reducing the amount of water pumped could have a high value in offset technology spending costs.
