When considering the significant lack of quality references in the United States, the synthetic reference is filling a much needed hole. 3TIER's PCVA's strengths are that it is robust and repeatable and will beat out most reference options available. It can be quite useful in numerous applications, including reconciling pre and post construction analysis. It's performance is degraded with less than one year of training data. Regional performance can vary. Be careful. As with any other reference, each usage must be examined on a case by case basis. But in most situations, Horizon has validated it to be the most certain choice, considering the typical options. Validation studies performed support the direct usage of 3TIER's PCVA MOS corrected output, at least in terms of wind speed. Further studies looking at wind rose & frequency distributions planned.
