The Federal Aviation Administration (FAA) has made it clear that introduction of Unmanned Aircraft Systems (UAS) into the National Airspace System (NAS) must not decrease the level of safety currently experienced by today's air traffic. Separation assurance and collision avoidance in the NAS have long relied on a multi-layered approach that begins with pre-flight planning and ends with application of the "see and avoid" principle. Without a pilot onboard the UAS, strict compliance with Title 14 of the Code of Federal Regulations (CFR) is not possible and an alternative mode of compliance must be employed to gain wide-spread access to the airspace. Over the past several years, the National Aeronautics and Space Administration (NASA), the Department of Defense (DoD), civil UAS manufacturers, and NAS stakeholders have been attempting to define the requirements for collision avoidance (CA) systems to perform this last level of mid-air collision protection. However, most of the requirements proposed to date are based upon comparisons to the existing requirements for manned aircraft, as opposed to an analytical body of evidence. This paper describes an analytical tool that is currently being developed to perform sensitivity analysis and performance parameters trade studies in order to establish CA requirements.
