Introduction Programs and policies are often designed and targeted to reach certain goals. The resourceallocations are often done for the targeted projects and policies at the cost of other competingdemand. It is, therefore, important to learn whether such public programs actually work and whatthe level and nature of their impacts are on the intended beneficiaries. Programs might appearpotentially promising and yet might not generate expected impacts or benefits. For example, doesGrameen Bank raise welfare of the rural poor in Bangladesh? Does Thailand Village Fund projectcreate employment and income for the poor for whom the Fund was created for? Do World Bankprojects on health and education benefit children in client countries?
