On February 16, 2005, the Japanese government implemented provisions of the Kyoto protocol to stabilize concentrations of greenhouse gases in the atmosphere. The government of Japan is promoting energy conservation and the use of renewable energy resources to mitigate global warming. The leading renewable resources in Japan are solar, wind and bioenergy generation. The Agency for Natural Resources and Energy (ANRE) is targeting deployment of 4,820MW of solar, 3,000MW of wind and 4,500MW of bioenergy generation by 2010. By 2005, 900MW of wind generation is to be in operation. However, to achieve the 3000MW target, the potential for wind power fluctuations capable of causing grid instability must be addressed.
