If wind is to play a prominent role in future electricity markets under a strong climate policy, it must compete economically with other low-carbon baseload generation. A key technology to beat will be coal integrated gasification combined cycle (IGCC) with carbon capture and storage (CCS), whose CO_2 emissions are lower than any current fossil technology. To compete in baseload markets, wind must be dispatchable, which can be achieved either through dedicated backup or energy storage; both raise average CO_2 emissions to levels comparable to IGCC/CCS. Here we model two baseload wind systems competing against coal IGCC with and without CCS, and explore the economics in terms of both total and dispatch (short-run marginal) cost of generation, under a variety of scenarios.
