Discussion of flood condition assessment for the cascading reservoirs in the second Songhua River basin

In this paper we have a statistical analysis of peak patterns, flood volume and flood peak discharges of various intensity using collected flood data from the second Songhua River. It also includes an analysis of flood control operating rules for the second Songhua River cascading reservoirs. In the paper, we propose several rational judgment conditions for making decisions in conditions of various flood magnitude. Having rigorously reviewed flood control operating rules of the cascading reservoirs, we suggest amending the flood control operating rules of the Fengman reservoir.
