Engineers and researchers have focused on developing materials, methodologies for new buildings and construction in recent years. There is not enough attention devoted to infrastructures that have been constructed. The aim of this paper is to present a decision-making framework system for selecting an optimal structural rehabilitation alternative for infrastructure systems considering sustainability. Emphasis is placed on how to properly decide the degree of end users' second-time investment of their structures implementing life cycle costing. Life-Cycle Cost (LCC) Analysis has not reached maturity and therefore has not yet become a standard method that can be implemented universally. This paper presents a user-friendly spreadsheet application demonstrating that the Life-Cycle Cost Analysis can be performed with very minimal input. On the sensitivity study of the model, it is concluded that the discount rate has minor impact on the rehabilitation decisions once the discount rate is greater than 7% and the rehabilitation timing is crucial to a successful saving. The proposed spreadsheet package provides the engineers and owners with a quantifiable, close-form solution for selecting rehabilitation alternatives with very minimal input information required.
