On September 13, 2004, the US Environmental Protection Agency (EPA) promulgated the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Industrial/Commercial/Institutional Boilers and process Heaters (the Rule). The Rule specifies Maximum Achievable Control Technology (MACT) standards for the following hazardous air pollutants (HAPs): arsenic, beryllium, cadmium, chromium, hydrogen chloride, lead, manganese, mercury, selenium, nickel, and various organic HAPs. This paper covers the Rule as applied to the forest products industry and summarizes the Rule as it affects various types of regulated boiler categories for each HAP. In addition a six (6) step protocol is introduced which will assist individual facilities in making the optimal selection of technology using capital, operating and maintenance costs as well as risk associated with various process schemes. Also an engineering work schedule is offered from Rule promulgation through final compliance testing.
