A Probe into the Crew's Integrated Quality and the Improvement of Marine Safety

The present status of crew's education, training, certification and quality management is expounded; the affection of human elements on the marine safety is analyzed, quantitative analysis method of crew's integrated quality is discussed and the strategy for how to heighten the crew's quality is proposed. Human element is an important reason which causes the marine accident. IMO resolution A.850 (20) pointed out, "with paying more attentions to the affection of human elements, and talcing necessary measures, so as to significantly enhance maritime safety and the quality of the marine environment." Comparatively, the study on the human element is seldom, as the human element is a complex multi-dimensional issue.
