China's international trade, fuelled by the activities of multinational enterprises and shipping companies in the country, has grown incessantly. A review of the literature concerning e-commerce in shipping and logistics indicates that, although some barriers to shipping and logistics management have been studied and identified, a vital aspect, the legal environment of e-commerce in China, has largely been ignored. The use of e-commerce in shipping and logistics in the Pearl River Delta is increasingly extensive, but ship and logistics operators and their customers need to be assured of the laws and policies for e-commerce before they have sufficient confidence in it. In this paper the laws and policies for e-commerce which significantly affect shipping and logistics management in the Pearl River Delta, in particular the Rules on Electronic Transactions of Guangdong Province, are studied and analyzed. The Guangdong Provincial Government should review the Rules on Electronic Transactions of Guangdong Province in a more comprehensive coverage in connection to the legal environment of e-commerce in shipping and logistics in the Pearl River Delta.
