The Implementation of the CIPM MRA and Quality Management System Based on Peer Review Processes: the Case of the Brazilian National Metrology Institute

This paper presents the Brazilian National Metrology Institute (Inmetro) experience in implementing the International Committee for Weights and Measures Mutual Recognition Arrangement (CIPM MRA) and quality management system (QMS) based on peer review process. In particular, it shows the on-site technical and managerial peer review process and the Brazilian participation in the review conducted by the Quality System Task Force (QSTF), the Interamerican Metrology System (SIM) group responsible for reviewing the QMS operated by National Metrology Institutes (NMIs) and DIs (Designated Institutes). In addition, it shows the results of the peer review carried out at Inmetro taking into account the ISO/IEC 17025, ISO Guide 34 and the CIPM MRA criteria. The intended audience for this paper includes directors, quality managers and technical staff of National Metrology Institutes, Designated Institutes and other related organizations.
