The land of coal mining goaf is important natural resource for sustainable development of coal mining area, the purpose of coal mining goaf land safety evaluation is that the safety of coal mining goaf land developing-utilization are grasped, so as to the scientific basis for coal mining goaf land planning and developing-utilization is provided, and it is a basic of coal mining goaf land developing-utilization safety evaluation that the evaluation index systems of science are ascertained. The basic intension and the primary effect factors of the safety evaluation for coal mining goaf developing-uti 1 ization are analyzed based on the basic conception for coal mining goaf land developing-utilization safety in this paper, and the construction principle of safety evaluation index, system for coal mining goaf land developing-utilization is also presented. A hierarchy structure model of safety evaluation for coal mining goaf land developing-utilization is established referring to Analytic Hierarchy Process, Based on the hierarchy structure model, the judgment matrix of every hierarchy is constructed. The arrangement sequence of every hierarchy and the overall hierarchy is completed, and its consistency is tested. The results gained through research and analysis are that the principal indexes include fault, earthquake intensity, volume of goaf, burial depth of coal seam, area of goaf, joint and fissure, bearing capacity of geotechnical body and the number of coal seam etc.
