This paper suggests an optimized approach to a network centric solutions involving "Sensor Web Enablement". Sensors are becoming an integral part of the IP network. The numbers of IP enabled sensors are already exceeding the number of computers or hosts on networks. Improved Decision Support System (IDSS) is introduced as a bridging-solution to overcome the IP connectivity issues caused by certain IP network topology and mobile IP networking architectures. IDSS provides a distributed approach to sensor integration and information-normalization, as compared to only using centralized SWE Architecture to monitor remote sensors. IDSS is positioned as a layer between the remote-sensors and the centralized data-center based Open Geospatial Consortium's (OGC) Sensor Web Enablement (SWE) architectural components. IDSS enables policy based interoperability for local sensors, actuators and systems. OGC SWE is positioned as an overarching topmost layer that is extremely valuable for global sensor data-aggregation, tracking trends and analysis of the overall big-picture. This paper also suggests leveraging the Open Geospatial Consortium's (OGC) Sensor Web Enablement (SWE) components at "regional" or "global" levels as overlay architecture. OGC SWE architecture can provide better situational awareness by aggregating information from multiple remote sensing resources. IDSS provides local sensor monitoring and response, and also serves a proxy for multiple remote sensors feeding into the global sensor web. IDSS is implemented on embedded-systems platforms and tightly integrates into the next-generation integrated IP networks.
