Architectural considerations within the GEOSS framework

The global Earth observation system of systems (GEOSS) is envisioned as an interoperable confederation of existing and future Earth observations systems that span the both the information collection and information exploitation value chains. The implementation of this approach requires information synthesis across disciplines, domains, and geopolitical boundaries. The benefit of GEOSS is derived from two primary sources. First, GEOSS provides the ability to leverage Earth observations in order to make better, more informed decisions on key societal issues. Second, GEOSS incubates a value added sector that responds to emerging and to-be-developed market opportunities. The challenge, as we strive to entrain legacy assets, is to enable these benefits and not negatively impact existing operational strategies and approaches. In addition, the development approach needs to be mindful of the need for capacity building within developing countries. We explore these issues, identify three key technological enablers, and identify specific implications for information system providers that desire to participate in the GEOSS endeavor.
