Twenty years after the adoption of economic reform and opening-up policies, China has made world-stunning achievements by taking economic growth as its core value, which are demonstrated by elevation of the comprehensive national strength and people's living standards, increase of its international influence, and development of various social undertakings. Experiences have been accumulated, lessons learned and foundations laid, for greater development. To achieve, the Chinese people have been working very hard under the leadership of the Communist Party of China (CPC), and have gone through a process where some are encouraged to get rich prior to common prosperity. During this process, quite a number of individuals, families and regions are burdened with changes, an inevitable part of reform and development, yet they benefit little economically. Therefore, putting forward the goal of coordinated development of work safety with economy and society is, in basic terms, to stress equally on economic and social development and to let some people become rich without prejudice to common prosperity. On the way from a developing to a developed country, China will uphold reform and development as its core task, build a well-off society in an all-round way in the first two decades of this century, and keep people orientation, making coordinated, sustainable development of man and nature. To coordinate economic and social development, as manifested in China's major measures and policies, is a golden rule that each country has to follow.
