摘要

What is Management of Change (MOC) ? MOC is a system for managing operational, organizational and installation changes and communicating these changes to affected personnel effectively. It is intended to prevent incidents small or catastrophic. In the past, failure to identify and control potential hazards associated with changes has led to a number of incidents including catastrophic ones, and many of these have caused great harm to people and facilities. MOC covers any changes to organization, personnel, systems, procedures, equipment, products, materials or substances to the organization or plants and facilities. The object of MOC is to ensure that all temporary and permanent changes will be evaluated and managed to ensure that health, safely and environmental risks arising from these changes remain at acceptable level. Besides this, organization needs to comply with changes to laws and regulations and take into account new scientific evidence relating to HSE.
