Based on the study of Hi-tech industrial cluster's constant innovative features, a series of the indexes are established to evaluate the hi-tech industrial cluster's constant innovative capacity. The paper uses the method of empirical study in order to discuss the Hi-tech industrial cluster's constant innovative capacity in Nanjing, Shanghai, Guangzhou, Qingdao, Xiamen and Fuzhou with the method of fuzzy evaluation model. Finally, it puts forward the of new conception "innovative acceleration" for analyzing constant innovative capacity to deep extent.
