The concept of Urban Pollution Management has been available to the UK water industry of the UK for some eight years. The major principles upon which UPM is founded have not changed in that time, suggesting that it is soundly based. Recent updates of the UPM Manual have resulted in the provision of improved technical guidance. In England and Wales, the use of UPM will underpin the planning effort and decision making that is required to enable the full environmental benefits of the major water industry investment programme to be achieved. Environment Agency policy strongly supports the use of UPM 2 and will determine which standards and, consequently, which UPM modelling approaches are selected for a particular site. The planning of suitable solutions to wet weather problems under the AMP3 programme will require modelling work ranging from simple hydraulic studies to detailed river modelling. However, for most studies, a planning exercise somewhere between these two levels will be appropriate. It is clear that many studies will use a SIMPOLv2 analysis, combined with a risk-based approach. The major advantages of such an approach are the rapid delivery of cost-effective solutions that meet the Environment Agency's requirements and, more efficient use of resources allowing for better targeting of CSOs that require more complex studies.
