In large petrochemical enterprises, the cost of utilities can take 90 percents of the total, so it's design and improvement are very important. As the main component of utilities, the conditions of steam power systems affect greatly the overall lever of energy consumption and the potential of total power output. In 1998, Mavromatis and Kokossis from Manchester University of England developed the hardware composites method to synthesize turbine networks. This paper practises the idea in real turbine networks and determines the optimum domain the turbines operates, and the optimal operation parameters of each turbine are got under certain requests, i.e. the passout flowrate and power output. Take an example of a simple turbine network with two simple turbines, this paper illustrates in detail the principles and construction procedure of the proposed method in part Ⅰ and it's application in a large scale problem will be shown in part Ⅱ.
