This paper formulates the framework of capability-oriented HR strategic planning (COHRSP) on the basis of introducing the traditional HR planning (HRP). We consider that HRP not only should include the quantity planning, but also should include the structure planning, the capability planning and conception planning. The four sections are the main content of the capability-oriented HR strategic planning we formulate in this paper. We think the traditional HRP ignored the progress of human resource, and it overlooks the advancement of the diathesis of human resource. So we emphasize the capability planning and capability building of human resource. In the meanwhile, we think that "conception first" is very important when we establish the HR plan.
