A peak detector that picks more than peaks

Adding a clutter map index and curvature parameters to the interpolated peak parameters from a peak detector leads to a significant reduction in the false track rate under severe clutter conditions. This improvement has only been demonstrated on data recorded from an OTHR. The degree to which these new features improve the tracking performance for other types of sensors has not been investigated.
