Within the scope of the conference "Steel in sustainable construction" the development of the "flexible floor-construction" which is presented in this paper will prove to create a breakthrough in the construction-industry. The aim for cost-effective, efficient, low-weight and user-friendly buildings with a longer life-time and a good comfort for the users is in reach. Also the effect on the energy-consumption in buildings and (road) transport is of big importance. The energy consumption for cooling for example is one of the major reasons for the CO_2 production in North-America and Europe is rapidly following this example. As a result of the use of suspended ceilings and good insulation, the internal heat in buildings due to the people, use of office-equipment and lighting is becoming a problem. The need for cooling is required to maintain a good comfort level. The standard solution offered is "air-conditioning" with air as a carrier of energy which is not an efficient medium and in addition this solution creates the risk for "sick-building" diseases. By activating the concrete of the ceiling with pipes filled with water, a cooling/heating element within the construction is created with a minimum of raw materials.
